Member Console/sidebar to follow member to new custom pages

Priority 1: I have new custom pages added to our site. When the member logs in and goes to one of these pages, the member console/sidebar does not follow them to these pages (we do have a member home crumb). I need the member console/side bar to follow to these pages. Priority 2: It would be nice if these custom pages/features could be added to the admin panel>member services to be turned on or off depending on which pay plan they are on. Priority 3: I need the children section of search stacked vertically so the answers are readable. See attached screen shot. Please price out individually.
